The article argues that — even while the US competes vigorously in some areas — American policymakers also need to recognize that China will inevitably have powerful AI capabilities. Given the many risks of AI, the US thus has a strong interest in cooperating to ensure that each countries’ AI capabilities are developed and deployed responsibly.
